Richard has been involved in private practice throughout his entire legal career. He co-founded Harlem & Harlem in 1992 with his father, retired Supreme Court Justice, Robert A. Harlem (1926-2012).  In 2009, Eric V. Jervis became a partner and the name of the firm was changed to Harlem & Jervis.  

Richard has over 30 years experience practicing in the areas of general litigation, estates and trusts, family law, business law, municipal law and real estate.  He has successfully litigated a number of cases, including some involving multi-million dollar claims.

Richard is equally involved in the community as he is with his clients.  He is a member of the Citizens Board Executive Council of Hartwick College, member and former Director of the Otsego County Chamber of Commerce, Member of Oneonta Lodge #466 Free & Accepted Masons (F&AM), Member of Kiwanis and currently sits on the Board of Directors of the Oneonta Boys and Girls Club and the Newman Foundation.

He is the former Attorney for the Towns of Oneonta, Milford and Exeter and the Town of Oneonta Zoning Board of Appeals. He is also the former President of Hartwick College Citizen’s Board and the Otsego County Bar Association, and Former Director of the Ricky J. Parisian Foundation. In addition, he is the former Town of Milford Town Justice, and former member (1996-2001) and two term President of the Board of Education of the Oneonta City School District.
